Job Purpose
The UNICEF Mongolia Country Office (MCO) is seeking an international consultant to conduct a comprehensive evaluation of its Country Programme (2023-2027). This evaluation is crucial for identifying lessons learned to inform future programme design and adjustments. It will assess UNICEF's contribution to national development results, its role in advancing SDGs through the UN Sustainable Development Cooperation Framework, and its strategic positioning concerning its child rights mandate. The evaluation will adhere to UNICEF’s 2023 Evaluation Policy and UNEG norms and standards, contributing to national evaluation capacity development.
Responsibilities
The consultant will lead and conduct the Country Programme Evaluation (CPE) for UNICEF Mongolia (2023-2027) in accordance with UNICEF’s Evaluation Policy and UNEG standards. This involves developing a robust evaluation methodology, utilizing a range of qualitative and quantitative data collection techniques and field studies. The consultant will engage effectively with senior stakeholders, including Country Programme partners, to gather necessary information and ensure buy-in. Key responsibilities include assessing the programme's contribution to national development results and SDGs, and its alignment with UNICEF's child rights mandate. The consultant must deliver timely and high-quality evaluation reports, ensuring they are credible and useful for improving strategic decisions. This role requires independent work with limited supervision, clear communication of ideas both orally and in writing, and potentially contributing to national evaluation capacity development. Experience in evaluating programmes in Mongolia is highly desirable.
Work Experience
A minimum of 15 years of expertise in development program evaluation, including leading at least three UNICEF Country Programme evaluations. Experience in at least two programmatic areas (Health, Nutrition, Education, Child Protection, Climate Change, Social Policy) and proficiency in qualitative/quantitative data collection methods are required.
