Job Purpose
The Social Policy Officer (CRVS) is accountable for providing technical support and assistance to all stages of Civil Registration and Vital Statistics (CRVS) programming and related advocacy in UNICEF Bangladesh. The role involves working collaboratively across programme areas including child protection, health, nutrition, education, social and behaviour change, communication, and social policy. The officer will contribute to the development of a comprehensive CRVS programme and support the management, implementation, monitoring, reporting, and evaluation of a coordinated CRVS strategy, with a particular emphasis on birth registration. The incumbent will facilitate the delivery of concrete and sustainable results towards strengthening national CRVS systems, encompassing direct programme work with government and civil society partners, as well as linkages and support to other teams.
Responsibilities
Support to CRVS systems development and planning, including technical input for strategy formulation and implementation. Provide assistance in policy and legal reform related to CRVS, ensuring alignment with national laws and international standards. Facilitate the integration of CRVS into other programme areas such as health, education, and child protection. Drive systems innovation and capacity building for national and sub-national stakeholders involved in CRVS. Foster networking and partnership building with government ministries, civil society organizations, and other UN agencies to strengthen the CRVS ecosystem. Monitor and evaluate the progress of CRVS initiatives, providing regular reports and recommendations for improvement. Ensure that programme activities contribute to the realization of child rights and equity principles within the CRVS framework. Contribute to resource mobilization efforts for CRVS programming. Maintain up-to-date knowledge of global and national trends in CRVS and child identity.
Work Experience
A minimum of 2 years of relevant work experience is required. Previous experience in birth registration, legal identity, statelessness, or CRVS programme formulation, design, implementation, and management is necessary.
