Job Purpose
The Project for the Prevention Measures against Drug Use among Children and Youth in Samoa project aims to address Samoa’s escalating drug crisis by strengthening prevention, protection, and response mechanisms for children and adolescents. A key component involves the rehabilitation and establishment of child-friendly service hubs in hospitals, police stations, and community spaces. To support the design and implementation of these hard-component interventions, UNICEF requires a qualified technical consultant. This role will undertake facility assessments, conduct community and stakeholder consultations, prepare construction-related documentation, and advise on suitable implementation modalities for these crucial child-friendly spaces.
Responsibilities
The consultant will be responsible for undertaking detailed facility assessments of proposed sites for child-friendly service spaces, including hospitals, police stations, and community centers. This will involve evaluating existing infrastructure, identifying renovation needs, and ensuring compliance with safety and accessibility standards. The consultant will also lead and facilitate community and stakeholder consultations to gather input and ensure the design of the spaces meets the needs of children and the community. A significant part of the role will involve preparing construction-related documentation, such as bills of quantities (BoQ), cost estimations, and technical reports. Furthermore, the consultant will provide expert advice on suitable implementation modalities for the rehabilitation and construction works, ensuring efficient and effective project execution. Commitment to UNICEF safeguarding and PSEA standards throughout all activities is paramount.
Work Experience
Minimum of 3 years of experience in infrastructure assessment, design, or construction supervision, with a focus on child-friendly or community spaces, public buildings, and small-scale rehabilitation works.
