Job Purpose
The Risk and Compliance Specialist will play a crucial role in strengthening UNICEF's operational, financial, and programmatic integrity within the context of the Ebola response. This position involves identifying, assessing, and monitoring risks, and assisting in the establishment and enhancement of internal control mechanisms tailored for emergency situations. The specialist will advise teams on risk mitigation strategies, monitor compliance with emergency procedures, and contribute to the prevention of fraud and misuse of resources. By conducting targeted reviews, data analysis, and supporting implementing partners, the role aims to ensure accountability and effective resource management, ultimately safeguarding UNICEF's mandate and the well-being of children.
Responsibilities
Support the identification, assessment, and monitoring of operational, financial, programmatic, and fraud risks related to the Ebola response, in close coordination with relevant sections. Assist in the establishment and strengthening of internal control mechanisms adapted to the emergency context, in line with UNICEF policies and the Simplified Emergency Procedures. Advise programme, operations, and field office teams on the application of risk mitigation measures and compensatory controls within the framework of Ebola response activities. Monitor the application of derogations, exceptions, and expedited procedures implemented during the emergency response, ensuring proper documentation and compliance with the Simplified Emergency Procedures. Contribute to the early identification of risks related to fraud, abuse, misuse of resources, and non-compliance in the Ebola response, and support the implementation of preventive measures. Conduct targeted reviews, compliance checks, data analyses, and spot checks on activities, partners, cash transfers, emergency procurements, and the management of Ebola-related supplies. Support the monitoring of implementing partners involved in the Ebola response to strengthen compliance with financial management, reporting, supply management, and internal control requirements. Contribute to the preparation of dashboards, risk analyses, monitoring reports, and management briefs on key risks and compliance issues related to the Ebola response. Support awareness-raising and capacity-building activities for UNICEF teams and partners on fraud risks, internal controls, compliance, and accountability obligations in the context of the emergency response. Ensure close coordination with Risk & Compliance, Supply, Finance, Partnerships, Programme, Operations teams, and field offices to promote a coherent risk management approach in the Ebola response. Contribute to the documentation and archiving of evidence related to implemented controls to facilitate audits, reviews, and assurance processes. Support any other activities related to risk management, compliance, and strengthening of internal control frameworks within the Ebola response, as required by the office.
Work Experience
At least five (5) years of continuous professional experience in risk management and compliance or in another directly relevant field, including several years in internal audit.
