The Democratic Republic of the Congo is responding to its 17th Ebola Virus Disease outbreak, requiring strong coordination, adaptability, and cultural sensitivity for effective response efforts.
Job Purpose
Under the direction of the Chief Emergency, the Emergency Specialist will coordinate the country office's emergency and response efforts related to Ebola. This role is responsible for the development, planning, implementation, monitoring, and evaluation of emergency interventions. The specialist will support the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations in a complex and evolving context characterized by health system limitations, insecurity, and displacement.
Responsibilities
The Emergency Specialist will coordinate overall country office emergency and response activities related to Ebola. Key responsibilities include leading emergency preparedness and public health readiness initiatives, ensuring effective Ebola emergency response coordination, and managing the Ebola programme strategically. This involves developing, planning, implementing, monitoring, and evaluating emergency interventions. The role requires supporting the Government's multi-sectoral approach, with a focus on community engagement, surveillance, infection prevention, and maintaining essential services for vulnerable populations. The specialist must navigate a complex environment with health system limitations, logistical constraints, insecurity, and diverse community perceptions influencing health-seeking behaviors, ensuring response efforts are effective and equitable, particularly for children and at-risk communities.
Work Experience
Eight years of progressively responsible professional work experience at national and international levels in programme/project development, planning, implementation, monitoring, evaluation, and administration. Developing country work experience is required.
