Job Purpose
The purpose of this position is to coordinate the Risk Communication and Community Engagement (RCCE) efforts of UNICEF’s SBC team, and to support the Ministry of Health and other partners in the Ebola response at local and provincial levels. The incumbent will lead, coordinate, and strategically guide the implementation of RCCE interventions in the Ebola response at the provincial and inter-agency levels. This includes ensuring alignment among partners, the quality of data-driven approaches, and the integration of Accountability to Affected Populations (AAP), gender, and Protection from Sexual Exploitation and Abuse (PSEA) principles. The role is critical in ensuring effective and equitable response efforts, particularly for children and at-risk communities, by fostering strong coordination, adaptability, and cultural sensitivity.
Responsibilities
Lead, coordinate, and strategically guide the implementation of Risk Communication and Community Engagement (RCCE) interventions in the Ebola response at the provincial and inter-agency levels. Ensure alignment among all partners involved in the response, promoting a unified and effective approach. Oversee the quality of data-driven approaches used in RCCE strategies, ensuring that interventions are evidence-based and responsive to community needs. Integrate key principles such as Accountability to Affected Populations (AAP), gender equality, and Protection from Sexual Exploitation and Abuse (PSEA) into all RCCE activities. Support the Ministry of Health and other relevant partners at the local and provincial levels in their RCCE efforts. Facilitate effective communication and collaboration between UNICEF, government bodies, other UN agencies, NGOs, and community leaders. Develop and implement innovative strategies for community engagement and social and behavior change in humanitarian contexts, particularly during public health emergencies like Ebola. Establish and strengthen community engagement systems to ensure timely and accurate information dissemination and feedback mechanisms. Document and analyze socio-anthropological data to inform and adapt RCCE strategies. Provide technical guidance and capacity building to partners on RCCE. Monitor and evaluate the effectiveness of RCCE interventions, making adjustments as necessary to optimize impact and reach. Ensure that response efforts are culturally sensitive and tailored to the specific needs of vulnerable populations, especially children.
Work Experience
At least 8 years of professional experience in analyzing and using social and behavioral data for planning and implementing risk communication and community engagement strategies in humanitarian crises and epidemics (e.g., Ebola, Marburg, cholera, MPOX). Experience in accountability to affected populations, in both technical and coordination roles. Proven experience in Risk Communication and Community Engagement during public health emergencies. Demonstrated leadership in managing partnerships in complex and rapidly changing environments.
