Job Purpose
The PSEA Manager, based in Bunia, will support the implementation of the Prevention of and Response to Sexual Exploitation and Abuse (PSEA) component of the Ebola response plan in the Democratic Republic of the Congo. This role involves strengthening accountability systems through innovative approaches and ensuring effective prevention and response to sexual exploitation and abuse. The manager will provide technical support to PSEA focal points, government counterparts, and civil society partners, collaborating closely with the Child Protection and Social and Behavior Change teams. The position requires representation of UNICEF in PSEA coordination mechanisms in the field, ensuring interventions are adapted to the dual context of the Ebola epidemic and ongoing conflict, and contributing to the integration of PSEA efforts into recovery programs post-outbreak.
Responsibilities
The PSEA Manager will be responsible for strengthening accountability systems and ensuring effective prevention and response to sexual exploitation and abuse (SEA) within the Ebola response in the Democratic Republic of the Congo. Key duties include developing and implementing PSEA strategies tailored to the complex context of public health emergencies and conflict. This involves providing technical guidance and capacity building to PSEA focal points, government authorities, and civil society partners on PSEA principles and practices. The role requires close collaboration with the Child Protection team for victim assistance and the Social and Behavior Change team for community engagement and risk communication. The manager will represent UNICEF in inter-agency PSEA coordination mechanisms, ensuring coordinated and effective response efforts. Furthermore, the position entails monitoring and reporting on SEA allegations, supporting investigations, and ensuring timely and appropriate assistance to victims. The PSEA Manager will also contribute to the integration and sustainability of PSEA efforts within broader recovery and development programs, ensuring long-term impact and protection for vulnerable populations.
Work Experience
A minimum of 8 years of professional experience in the field of prevention of and response to sexual exploitation and abuse (PSEA) or child protection is required, along with relevant experience in areas such as gender-based violence in education (GBViE), protection, and safeguarding of vulnerable individuals.
