Job Purpose
The purpose of this consultancy is to provide newly designated Protection from Sexual Exploitation and Abuse (PSEA) Focal Points within government ministries with essential knowledge, practical skills, and tools. This will enable them to effectively prevent, detect, and respond to sexual exploitation and abuse (SEA) in a survivor-centered, confidential, and coordinated manner, adhering to inter-agency and national frameworks. The consultant will play a crucial role in building the capacity of these focal points, ensuring they are equipped to handle sensitive cases with the utmost care and professionalism. This initiative is vital for strengthening child protection mechanisms within government structures and promoting a safe environment for children.
Responsibilities
Design and deliver comprehensive training programs on PSEA/GBV/Gender for government counterparts, adapting materials to the specific Syrian context. Facilitate workshops and provide guidance to newly designated PSEA Focal Points within government ministries, equipping them with essential knowledge, practical skills, and tools for preventing, detecting, and responding to SEA. Ensure all interventions are survivor-centered, confidential, and coordinated, aligning with inter-agency and national frameworks. Develop and deliver technical documents and reports related to PSEA and violence prevention. Conduct research on violence against children and/or parenting, producing at least two high-quality research reports. Collaborate closely with government counterparts, UN agencies, and INGO partners to strengthen referral pathways and coordination mechanisms. Provide expert advice on inter-agency PSEA standards, survivor-centered approaches, and safe disclosure and referral procedures. Contribute to the overall strengthening of protection programming and capacity building within the Syrian context, with a focus on violence prevention and positive parenting.
Work Experience
A minimum of 5 years of progressively responsible experience in PSEA/GBV/protection programming and capacity building within humanitarian or public-sector contexts. Proven experience designing and facilitating Arabic-language PSEA/GBV/Gender training for government counterparts is essential. Demonstrated knowledge of inter-agency PSEA standards, survivor-centered approaches, and safe disclosure and referral procedures is required.
