Job Purpose
This consultancy aims to address the persistent challenge of gender inequality in education across Southeast Asia, where progress in enrollment has not led to equitable learning experiences. Deeply entrenched harmful gender norms influence education systems, affecting classroom practices, curricula, and learning outcomes, particularly for girls and marginalized learners. These norms contribute to school-related gender-based violence (SRGBV), a violation of children's rights with long-term consequences. UNICEF recognizes education's crucial role in fostering gender justice and promoting gender-transformative approaches. This assignment will build upon existing analyses and tools to assess progress, identify barriers, and develop recommendations for gender-responsive education policies and strategies in the region, specifically focusing on Cambodia and Vietnam.
Responsibilities
The consultant will assess the implementation of the Policy Diagnostic Tool (Gender Transformative Toolkit) in Southeast Asian countries, identifying enablers and bottlenecks across physiological, sociological, and environmental factors. A key responsibility will be to conduct an in-depth political economy analysis and develop case studies focusing on the promotion of gender-responsive education in Cambodia and Vietnam. Based on the findings, the consultant will develop a comprehensive set of recommendations, categorized by physiological, sociological, and environmental barriers, to guide the design and implementation of gender-responsive education sector plans, policies, and strategies. This will involve analyzing institutional challenges faced by national education systems in achieving gender equality, including financial resource availability, teaching workforce quality, and the impact of gendered social norms on educational outcomes and practices.
Work Experience
Minimum of 5 years of relevant professional experience in education policy analysis, gender equality in education, or gender transformative education programming. Experience in Southeast Asia is highly desirable. Proven experience in research, political economy analysis, and report writing.
