Job Purpose
The UNICEF Mongolia Country Office (MCO) is seeking a national consultant to conduct an evaluation of its Country Programme (2023-2027). This evaluation is crucial for informing the design of future country programmes and making necessary adjustments to the current one. It will assess UNICEF's contribution to national development results and the SDGs through the UN Sustainable Development Cooperation Framework (UNSDCF). The evaluation will also examine UNICEF’s strategic positioning in relation to its child rights mandate, ensuring alignment with the 2023 Evaluation Policy and UNEG norms and standards. This consultancy offers an opportunity to support national evaluation capacity development.
Responsibilities
The consultant will work jointly in conducting the Country Programme Evaluation (CPE) for UNICEF Mongolia (2023-2027). This involves adhering to UNICEF’s 2023 Evaluation Policy and UNEG norms and standards. The evaluation will be carried out between June and December 2026, under the supervision of the Regional Evaluation Advisor (UNICEF EAPRO) and the Multi-Country Evaluation Specialist (MCES). The consultant will collaborate with an Evaluation Reference Group comprising key Country Programme partners to ensure stakeholder participation. Key tasks include collecting data, undertaking evaluations in development topics relevant to Mongolia, and contributing to the assessment of the programme's contribution to national development results and SDGs. The consultant will also analyze UNICEF’s strategic positioning concerning its child rights mandate and provide insights for improving UNICEF’s performance.
Work Experience
A minimum of 7 years of experience in data collection and undertaking evaluations on development topics in Mongolia. Substantial experience in at least two of the following programmatic areas: Health, Nutrition and Development, Education, Child Protection, Climate Change and Social Policy and Evidence.
