Job Purpose
The Planning, Monitoring & Evaluation Officer, reporting to the Deputy Representative, leads the country office's planning, monitoring, and evaluation function. This role drives results-based country program planning and budgeting, enhancing evidence generation through surveys and evaluations (MICS, CPD, LSCE). It involves supervising partner implementation, HACT assurance, and managing knowledge and institutional memory. The officer ensures program review cycles and reporting (annual, mid-term, RAM, COAR) and UNINFO reporting, utilizing results for decision-making. The position acts as the M&E focal point for Education and Health components of the SRRP, contributing to partnerships with academia and research institutions.
Responsibilities
The Planning, Monitoring & Evaluation Officer is responsible for defining performance standards for program planning and monitoring. They provide support in preparing the Integrated Monitoring and Evaluation Plan (IMEP) and assist in the implementation, dissemination, and follow-up of evaluations. The role involves networking and developing partnerships, as well as innovation, knowledge management, and capacity building. Specifically, the officer pilots results-based planning and budgeting, ensures program quality through partner monitoring, HACT assurance, surveys and evaluations (MICS, CPD, LSCE), and rigorous knowledge management. They manage the review and reporting cycle (annual review, mid-term review, RAM, COAR, UNINFO), ensuring reliable measurement of results. In the national context, the officer serves as the M&E focal point for the Education and Health components of the SRRP and contributes to partnerships with academia and the CNESE. Strategic relationships and final responsibilities, including leading evaluations and representing the office in inter-agency forums, are overseen by the supervisor, while this role supports a strategic agenda for evidence generation.
Work Experience
A minimum of 2 years of professional experience in social development analysis and programming at the international and/or developing country level is required.
