Job Purpose
UNICEF seeks a national consultant to provide crucial technical support for child protection programs in Tanah Papua, Indonesia. The role focuses on enhancing the quality and sustainability of integrated protection services, including birth registration for children. This position is vital given the significant protection risks children face in the region, such as violence, neglect, harmful practices, and low birth registration coverage. The consultant will help translate national policies into effective subnational systems, addressing challenges in coordination, planning, budgeting, referral systems, and data utilization to ensure more effective prevention and response to violence against children and harmful practices.
Responsibilities
The National Consultant will provide essential technical support for monitoring the implementation of recommendations from the integrated services assessment conducted in 2025. This includes overseeing the rollout and application of Standard Operating Procedures (SOPs) for integrated child protection services and Protection from Sexual Exploitation and Abuse (PSEA), ensuring alignment with national standards. The consultant will also support the strengthening of protection services for women and children, specifically through UPTDPPA and other relevant services, while carefully considering and adapting approaches to local contexts. A key responsibility involves contributing to the development and application of effective data collection and analysis tools to inform child protection programming and advocacy. Furthermore, the consultant will facilitate capacity-building initiatives for local government officials and community-based child protection mechanisms, enhancing their ability to deliver quality services. This includes providing guidance on child protection policy implementation, referral pathways, and case management. The role also entails supporting the development of integrated referral systems and strengthening coordination among different sectors and stakeholders involved in child protection, ensuring a more cohesive and effective response to child protection issues in Tanah Papua.
Work Experience
A minimum of five years of professional experience in child protection, social welfare, or a related field, with specific experience in Indonesia or similar contexts. Experience in programme implementation, monitoring, and evaluation is essential. Familiarity with the specific challenges in Papua is highly desirable.
