Job Purpose
The Programme Coordinator will provide crucial technical assistance and support for multiple UNICEF programmes, focusing on Youth and Adolescents, and Local Governance, including emergency contexts in South Lebanon and Nabatieh. This role is essential for the design, planning, implementation, monitoring, and reporting of high-quality programme activities. The objective is to contribute to achieving programme goals and objectives for children, adolescents, and youth in the specified regions. The position requires close collaboration with various UNICEF sections and implementing partners to ensure effective programme delivery, data analysis, and progress reporting, ultimately enhancing child well-being and rights fulfillment at the local level.
Responsibilities
Contribute to the development of the Adolescent and Youth section’s programme in South and Nabatieh (SAN) by closely working with the section, supporting its goals, objectives, strategies, and results-based planning through monitoring, data collection, research, analysis, and reporting. Prepare necessary programme documentation and materials to facilitate review and approval processes.
Provide technical and operational support for YAD programme implementation, conducting regular field visits and surveys, exchanging information with partners and stakeholders to assess progress, and offering technical support. Identify opportunities for convergence with other sectors for an integrated approach, resolving issues, and escalating critical problems to management for timely action.
Participate in monitoring and evaluation exercises, programme reviews, and annual reviews with government and other counterparts to assess adolescent development and participation programmes. Prepare regular programme/project reports for management, donors, and partners, ensuring information sharing, risk assessment, and results sharing with implementing partners. Address any major issues or concerns in youth programme activities in the field jointly.
Support the Field Office in emergency preparedness and response, coordinating with Field Operations and Supply sections for prepositioning supplies, contingency planning, partner support, and training. Ensure timely and relevant distribution of supplies in alignment with local authorities and coordination mechanisms.
Engage in dialogues to sensitize and capacitate selected municipalities, unions, and governors on local governance, child well-being and rights, social accountability, disaster risk reduction, and multidimensional vulnerabilities. Support the development of concept notes and terms of reference for local systems strengthening, DRR/DRM capacity building, and other relevant localization initiatives.
Assist in identifying and updating children-related findings on issues and priorities at the municipal level through local data generation, in coordination with UNICEF planning, monitoring, and evaluation (PME) sections and other agencies/partners. Support the development of child-friendly local plans and programmes with priority municipalities and unions.
Work Experience
A minimum of two years of professional experience in programme management, youth engagement, local governance, or a related field. Experience working with UN agencies or international organizations is an asset. Experience in emergency preparedness and response is desirable.
