Job Purpose
The Digital Cash Transfer Advisor will provide strategic, capacity-building, and technical support for the digital transformation of social protection programs in Jordan, with travel to Yemen. This involves assessing and enhancing institutional capacity for an integrated Management Information System (MIS) encompassing social registry, cash transfer modules, digital payments, grievance mechanisms, monitoring dashboards, and geo-targeting. The consultant will identify gaps, recommend solutions, and develop an implementation roadmap, ensuring alignment with international best practices and national digital strategies. A key focus is strengthening delivery practices and preparing the MIS for large-scale beneficiary data and payment cycles, ensuring successful implementation and operational readiness.
Responsibilities
Assess the current institutional capacity and infrastructure for the Management Information System (MIS) and identify technical, operational, and capacity gaps. Recommend practical solutions to address identified gaps, considering technical, operational, and capacity aspects. Develop a clear implementation roadmap for the MIS, detailing required institutional capacity, technology choices, architectural considerations, and workflow design for cash-transfer operations. Provide strategic, capacity-building, and technical support to ensure the successful implementation of the MIS, aligned with international best practices and the national digital transformation strategy. Support the development of modules for Social Registry, Cash Transfer, Digital Payment and E-Wallet Management, Grievance Mechanism, Real-Time Monitoring Dashboards, Mapping and Geo-Targeting, and integration with Health Registry. Strengthen delivery practices through capacity building and ongoing advisory support, ensuring the MIS is prepared to manage large-scale beneficiary data and payment cycles. Produce technical documentation and Standard Operating Procedures (SOPs) for non-technical users. Guide teams in applying best practices for modern development and delivery, including Agile methodologies and project management.
Work Experience
At least 10-15 years of experience in designing, implementing, or advising on large-scale information systems, preferably national systems. Demonstrated experience supporting national-level cash transfer programmes, social protection systems, or large beneficiary-based systems is highly desirable. Experience in system assessments, gap analysis, technical recommendations, implementation roadmaps, government stakeholder engagement, capacity building, and working in complex humanitarian/development environments is required.
