Job Purpose
The Health Specialist (Emergency) reports to the Health Manager and supports the development, implementation, and monitoring of the health emergency program within the country. This role involves providing technical guidance and management support throughout the programming cycle, ensuring alignment with results-based management, organizational strategies, and accountability frameworks. The specialist will contribute to concrete and sustainable results in health emergency preparedness and response, working to achieve the fundamental mission of UNICEF to promote the rights of every child, everywhere, with a particular emphasis on health emergencies and their impact on vulnerable populations.
Responsibilities
The Health Specialist will be responsible for supporting the development and planning of health emergency programs, ensuring they are integrated into the country's overall health strategy and UNICEF's mandate. This includes conducting needs assessments, developing program proposals, and aligning activities with national and international standards. The role involves managing, implementing, and monitoring the delivery of results for health emergency interventions, tracking progress against targets, and ensuring timely reporting. The specialist will provide crucial technical and operational support to program implementation, offering expertise in areas such as disease outbreak investigation, emergency preparedness, and response planning. Furthermore, the position requires active networking and partnership building with government agencies, NGOs, UN partners, and other stakeholders to enhance coordination and collaboration in health emergency response. The role also emphasizes innovation, knowledge management, and capacity building, sharing best practices and lessons learned to strengthen the overall health emergency response system.
Work Experience
A minimum of five years of professional experience in public health emergencies, disease outbreak investigation and response, emergency preparedness and response planning, epidemiology, humanitarian preparedness and response, or emergency planning and management is required.
