Job Purpose
The Programme Associate (G-6) provides specialized programme and administrative support within a UNICEF programme section, reporting to a Supervisor or Section Chief. This role is crucial for bridging operational delivery by liaising with Programme, Operations, Finance, and Supply units, as well as external partners like government ministries, NGOs, and donors. The incumbent supports sector-specific teams or cross-cutting portfolios, contributing to effective programme planning, implementation, and reporting. They exercise judgment, anticipate needs, and recommend actions to ensure efficient programme delivery and compliance with organizational rules, ultimately contributing to the achievement of UNICEF's goals for children.
Responsibilities
The Programme Associate will support overall project planning, execution, and monitoring for assigned initiatives. They will assist in establishing and operationalizing partnership management functions by coordinating risk assessments (Due Diligence, PSEA, Micro-Assessment, Spot checks) and work with Programme Managers and Partners to ensure Funding Authorization and Certificate of Expenditures (FACE) requests are processed timely and aligned with workplans. Monitoring prompt liquidation of Direct Cash Transfer (DCTs) is also a key responsibility. The role involves collecting and analyzing qualitative and quantitative programme data to support evidence-based decision-making, generating regular reports, dashboards, and presentations on key performance indicators and donor reporting, and supporting the application of digital and AI tools for data synthesis. Additionally, the Associate will regularly track budget allocations, expenditures, and monitor grant utilization using systems like SAP, contribute to grants management, monitor expiry, and support reprogramming or extension processes. They will prepare periodic and ad-hoc grant management reports, facilitate fund utilization reports, and contribute to funding proposals and statutory reports. The role also includes using AI and digital platforms to streamline tasks, serving as a resource for digital platforms, safeguarding data, drafting communications, maintaining document repositories, contributing to knowledge generation, and supporting onboarding and knowledge transfer. Finally, the Associate will support the organization of capacity development activities, workshops, and field missions, assisting with background materials and logistics.
Work Experience
A minimum of six years of relevant work experience in programme support, administration, or a related field is required. Experience with UN or UNICEF systems and procedures is an asset.
