Job Purpose
The consultant will conduct a comprehensive programmatic review of gender equality initiatives within the UNICEF South Sudan Country Office. This involves a thorough desk review of existing documentation, including country program documents, annual work plans, evaluations, studies, and strategic documents, alongside consultations with UNICEF staff and relevant stakeholders. The primary objective is to assess the current status of gender equality programming, identify gaps and opportunities, and provide actionable recommendations for improvement. This includes analyzing program outputs, activities, and budgeting to ensure effective gender integration and responsiveness, ultimately supporting the prioritization of gender equality outcomes and the development of a robust Gender Equality Action Plan.
Responsibilities
The consultant will undertake a desk review of relevant documents such as CPD, HAC annual workplans, evaluations, studies, research, strategic programme documents, annual reports, and gender-related analyses. They will also review national policies and commitments related to gender equality to ensure alignment with national priorities. A key responsibility is mapping existing gender-responsive interventions and partnerships across UNICEF programme sectors. The consultant will analyze current programme outputs, activities, and approaches to assess gender integration and budgeting, identifying key gender equality gaps, priorities, and entry points. Facilitating consultations with UNICEF staff and relevant stakeholders is crucial. The role includes supporting the prioritization of gender equality outcomes and programmatic actions, developing recommendations for gender-responsive interventions including funding and budgeting, and preparing/presenting findings. Finally, the consultant will develop a concise Gender Programmatic Review report and support the development of a Gender Equality Action Plan or workplan, providing recommendations for strengthening monitoring, reporting, and accountability for gender equality outcomes.
Work Experience
At least 10 years of relevant professional experience in gender equality, programme review, or a related field. Experience leading surveys, research, and evaluations, including gender programme reviews, is required. Experience working with UN or international organizations is considered an asset.
