Job Purpose
The Planning/CPP Consultant will provide crucial technical support to UNICEF's Regional Office and Country Offices within the Latin America and the Caribbean (LAC) region. This role is essential for ensuring that country programme planning processes and products are developed in line with UNICEF's guidelines, meet high-quality standards, and are strategically aligned across planning, programming, and implementation phases. The consultancy aims to strengthen the integration of evidence-based and risk-informed approaches within core planning, implementation, monitoring, and review processes, thereby enhancing the quality and impact of UNICEF's work for children in the region.
Responsibilities
The Planning/CPP Consultant will provide technical expertise throughout the Country Programme Planning (CPP) cycle for UNICEF LACRO and Country Offices. This involves supporting the preparation, review, and quality assurance of key planning documents such as the United Nations Sustainable Development Cooperation Framework (UNSDCF), Country Programme Documents (CPD), and Country Programme Management Plans (CPMP). The consultant will also assist in producing essential CPP-related documentation, including Strategic Intent Memos and high-quality PowerPoint presentations. Furthermore, they will collaborate closely with national and regional teams to prepare and coordinate key activities within the CPP process. A significant aspect of the role includes supporting Country Offices with capacity-building activities related to UNICEF’s Rights- and Results-Based Programming, which involves developing, finalizing, and reviewing relevant guidance, learning, and training materials. The consultant may also be required to facilitate CPP-related activities, both remotely and in-person, and prepare corresponding documentation such as meeting summaries.
Work Experience
A minimum of five years of professional experience in programme planning, development, and management, preferably within a UN agency or international development organization. Experience in the LAC region is an asset. Proven experience in supporting country programme planning processes and familiarity with UNICEF's programming principles and guidelines are highly desirable.
