Job Purpose
The purpose of this consultancy is to develop a national climate change adaptation plan for the education sector in Solomon Islands. This plan will aim to maximize co-benefits between efforts to ensure quality, equitable education for all, build climate resilience, and restore environmental integrity within the education sector. The work must align with the new National Education Action Plan of 2027-2031, operationalizing national climate adaptation goals into sector planning, and concurrently with the National Adaptation Plan for Solomon Islands. The overall objective is the creation of this comprehensive plan, ensuring its integration with existing national strategies and processes to effectively address climate change impacts on education.
Responsibilities
The consultant will be responsible for the entire process of developing the National Education Sector Adaptation Plan for Solomon Islands. This includes leading the Inception Planning phase, conducting a thorough Literature Review and Context Analysis, and performing a Climate Risk Analysis specific to the education sector. A key part of the role involves facilitating Stakeholder Consultations at both National and Provincial Levels to gather diverse perspectives and ensure buy-in. The consultant will then lead the Development of the National Education Sector Adaptation Plan and its Validation Processes. Finally, the consultant will be responsible for creating Communication and Knowledge Products to disseminate the plan and its findings effectively. This encompasses managing the project lifecycle, ensuring alignment with national policies, and delivering high-quality outputs within the consultancy period.
Work Experience
At least 8 years of experience in developing national climate change adaptation plans or climate strategies. Demonstrated experience in integrating child rights, gender equality, and/or social inclusion into climate or development policy frameworks. Experience conducting climate risk and impact assessments, particularly with social-sensitive lenses. Experience working with or supporting government-led planning processes, ideally in collaboration with education, climate and WASH. Experience in facilitating multi-stakeholder consultations, including with adolescents and youth, is highly desirable. Experience working in developing countries, preferably in the Pacific Islands or similar contexts.
