Job Purpose
The Senior International Consultant will conduct a comprehensive, evidence-based Gender Equality Programmatic Review (GPR) for UNICEF Nigeria. This review will critically assess the current status, identify gaps, explore opportunities, and define pathways for enhancing gender integration across all UNICEF Nigeria's programming and operational activities. The findings and recommendations from this GPR are intended to be foundational, directly informing the strategic development of the next Country Programme for the period 2028–2032. The consultant will be responsible for producing key deliverables including a Desk Review Report, Draft Mission Agenda, Presentation of Preliminary Findings, Debrief Slide Deck, a draft GPR Report with agreed Gender Equality Priorities, a comprehensive GPR Report, and a draft Gender Action Plan, all contributing to the Strategic Moment of Reflection.
Responsibilities
The Senior Consultant will lead and execute a comprehensive Gender Equality Programmatic Review (GPR) for UNICEF Nigeria, focusing on assessing the integration of gender equality principles across the country programme. This involves conducting a thorough desk review of existing documentation, policies, and programme data related to gender equality. The consultant will develop a detailed mission agenda and methodology for the review, including stakeholder consultations. A key responsibility is to analyze the findings, identify strengths, weaknesses, opportunities, and threats (SWOT) related to gender equality programming and operations. The consultant will present preliminary findings to key stakeholders for feedback and validation. Based on this feedback, the consultant will prepare a draft GPR report, outlining agreed-upon gender equality priorities and recommendations. Furthermore, the consultant will develop a draft Gender Action Plan to guide future programming and operational adjustments. The final deliverable will be a comprehensive GPR report that serves as a critical input for the development of UNICEF Nigeria's next Country Programme (2028–2032), ensuring a strong gender-responsive strategy. This role requires strong analytical, research, and reporting skills, with a focus on evidence-based recommendations.
Work Experience
At least 8 years of strong technical expertise in gender equality programming or research. Proven experience in supporting country programme teams in gender equality and/or social inclusion assessments or reviews. Demonstrated experience in using evidence-based approaches to shape and implement programmes.
