Job Purpose
This consultancy aims to strengthen the capacity of UNICEF and its partners to prevent and respond to Sexual and Gender-Based Violence (SGBV) against children and adolescents in Colombia. Prevention and response to SGBV is a central priority in the new Country Programme Document (CPD). The consultant will adapt the methodology for the 'Caring for Child Survivors of Sexual Abuse' training-of-trainers (ToT) course, ensuring its alignment with national context and institutional care pathways. The role involves implementing this ToT process with key institutions, providing technical assistance for course implementation in prioritized territories, and delivering virtual training to relevant actors, all contributing to enhanced child protection and SGBV response mechanisms.
Responsibilities
The consultant will adapt the training-of-trainers (ToT) methodology for the 'Caring for Child Survivors of Sexual Abuse' course, in collaboration with the Ombudsman's Office and the Attorney General's Office, ensuring national context and institutional care pathway alignment. They will implement the ToT process with the Ombudsman's Office, Attorney General's Office, and the Colombian Institute for Family Welfare (ICBF), including ICBF operators and the SGBV Coordination Mechanism. Technical assistance will be provided to trained teams (ICBF, UNICEF, Ombudsman's Office, Attorney General's Office) for course implementation in prioritized territories, including in-person support for replication in Arauca, Norte de Santander, Cauca, La Guajira, Chocó, and Nariño. The consultant will also offer technical assistance in implementing SGBV/VAC tools and their operational guides with prioritized teams and relevant institutional actors. Additionally, they will develop and implement a virtual version of the 'Caring for Child Survivors of Sexual Abuse' course for Family Defenders, Family Commissariats, and other key actors in prioritized municipalities, coordinating with UNICEF's territorial teams and considering operational needs.
Work Experience
Minimum of 5 years of professional experience in child protection programs, gender-based violence (GBV), or violence against children (VAC). Proven experience in designing, facilitating, and implementing ToT processes, preferably in child protection or GBV approaches. Experience with survivor-centered approaches like Caring for Child Survivors (CCS) is highly valued. Experience in technical assistance to public institutions and inter-institutional coordination is required.
Skills
Solid knowledge of child protection and GBV normative frameworks and care pathways in Colombia., Knowledge of survivor-centered approaches, mental health, and psychosocial support (MHPSS)., Proven skills in pedagogical design, workshop facilitation, and training material development., Systematization, analysis, and technical report writing capabilities., Ability to work autonomously, with multiple stakeholders, and in complex contexts., Excellent communication, coordination, and inter-institutional teamwork skills., Experience in adapting training methodologies to national contexts., Experience in implementing SGBV/VAC tools and guides., Virtual training delivery capabilities., Familiarity with humanitarian or development contexts., Experience working with ICBF, Ombudsman's Office, or Attorney General's Office., Understanding of participatory methodologies.
