Job Purpose
The Security Manager, P-4, in Gaza, plays a crucial role in ensuring the continuity of UNICEF's humanitarian operations in a highly complex and volatile environment. This position is responsible for implementing security risk management measures, facilitating humanitarian access, coordinating movements, and supporting emergency programs. The incumbent will independently manage sensitive security coordination with various stakeholders, including de facto authorities and armed actors, to enable operational access while adhering to UN and UNICEF security policies and humanitarian principles. The role provides operational leadership and supervision for Gaza-based security personnel, ensuring effective implementation of security risk management, emergency preparedness, and compliance.
Responsibilities
The Security Manager, P-4, serves as the senior operational security focal point for UNICEF Gaza operations, providing operational leadership and supervision of Gaza-based security personnel. The incumbent ensures effective implementation of UNICEF security risk management, humanitarian access coordination, emergency preparedness, and operational security compliance. This role supports senior management through operational analysis, crisis coordination, humanitarian liaison, and field-level operational decision support in a highly volatile operating environment. Reporting to the Senior Emergency Coordinator (SEC)/Chief Field Office (CFO), the Security Manager collaborates closely with the Country Office Security Manager in Jerusalem on technical issues and advises the SEC/CFO on security duties and responsibilities in accordance with UN and UNICEF Security Management Systems. The Security Manager contributes to the UNICEF mandate through strong security risk analysis, advice, and relevant mitigation strategies, managing sensitive security coordination responsibilities with de facto authorities, local power brokers, armed actors, convoy coordination mechanisms, community leaders, and humanitarian partners to facilitate operational access while ensuring compliance with United Nations security management policies and humanitarian principles.
Work Experience
At least 8 years of relevant work experience in Security, Security Management, Risk Management, Emergency Response, Humanitarian Access, Crisis Coordination, Incident Management, Movement Coordination, Civil Military Coordination, Physical Security, and Capacity Building.
