Job Purpose
The Operations Associate will provide essential administrative and data support to the Programme Risk Management (PMR) team within the Regional Operations section in ESARO. This role is crucial for enhancing the quality and efficiency of program development, management, and monitoring, particularly concerning government and civil society partnerships at the Country Office (CO) level. The associate will contribute to risk management efforts by collecting and analyzing data from various UNICEF systems, supporting HACT assurance planning and execution, and assisting in the preparation of reports and presentations. This position plays a key part in ensuring effective oversight and accountability for results across ESAR Country Offices.
Responsibilities
The Operations Associate will support HACT assurance planning and execution for ESAR COs by extracting, analyzing, and reporting data to facilitate planning and improve HACT activities. They will assist the PMR team in compiling and analyzing qualitative and quantitative data from UNICEF systems for effective program and risk management, including contributing to Peer Review exercises. The role involves reviewing assessment and assurance reports to identify high-priority weaknesses related to HACT implementation, supporting follow-up actions with country offices. Additionally, the associate will help plan meetings and webinars, prepare training materials for capacity development activities on program management and HACT execution, and manage associated e-platforms like UNPP, eTools, and eZHACT. The position also entails preparing monitoring and reporting information on key performance indicators to drive efficient management and accountability, including supporting oversight and analysis for ESAR COs. Specific tasks include reviewing partner risk ratings, analyzing UNPP usage for CSO IP selection, monitoring funding trends for localization, tracking impairments and DCTs, benchmarking grant processing times, and following up on financial findings in eTools. The associate will also manage the PMR ECM site and the team calendar.
Work Experience
A minimum of six years of relevant administrative and programme support experience is required. Experience in data analysis, reporting, and working with UN systems (e.g., HACT, UNPP, eTools) is highly desirable.
