Job Purpose
The purpose of this consultancy is to conduct a comprehensive analysis of the work and functioning of three Resource Centres for Children with Disabilities in Montenegro. This assessment will evaluate their effectiveness in supporting inclusive education and early intervention services for children with disabilities. The consultant will examine how these centres contribute to the realization of children's rights and their potential within the educational system. The findings will inform strategies to enhance the support provided to children with disabilities, ensuring they receive equitable access to quality education and early intervention. This role is crucial for UNICEF's commitment to inclusive education and the well-being of vulnerable children in Montenegro, aiming to identify best practices and areas for improvement.
Responsibilities
The consultant will be responsible for assessing the operational effectiveness and impact of three designated Resource Centres for Children with Disabilities in Montenegro. This includes evaluating their current programs, services, and methodologies in relation to inclusive education and early intervention. The consultant will analyze the centres' role in supporting children with disabilities and their families, identifying strengths, weaknesses, opportunities, and threats. A key responsibility will be to examine the cross-sectoral collaboration between these centres and other relevant sectors such as health, child protection, and social protection. The consultant will also assess the centres' contribution to the overall inclusive education framework in Montenegro. Furthermore, the role involves gathering data through various methods, potentially including interviews, surveys, and document review, to inform the analysis. The consultant will be expected to produce a detailed report outlining findings, conclusions, and actionable recommendations for improving the functioning and impact of the Resource Centres and for strengthening inclusive education practices in the country. Familiarity with the local context in Montenegro is highly desirable for this role.
Work Experience
At least five years of experience in pedagogy and education. Experience in inclusive education is considered an asset.
