Job Purpose

The Advocacy and Communications Officer will play a crucial role in supporting the development, implementation, monitoring, and evaluation of effective, integrated advocacy and communication strategies aimed at advancing children's rights and well-being. This position involves close collaboration with internal teams and external partners to drive policy and practice changes and secure essential political and financial commitments for children. The role contributes to media and digital communication initiatives, stakeholder engagement, campaign implementation, project and budget monitoring, capacity-building activities, and evidence-based advocacy efforts. The ultimate goal is to strengthen public and policy support for children and young people across the Philippines, ensuring their voices are heard and their rights are protected.

Responsibilities

The Advocacy and Communications Officer will be responsible for assisting in the development of SMART advocacy and communication strategies and plans. They will support the implementation of these strategies through various tactics, including producing communication assets, writing advocacy briefs, developing narratives, executing creative campaign activations, organizing events, and cultivating new strategic partnerships. A key responsibility includes supporting the day-to-day conceptualization, budgeting, planning, coordination, execution, and content creation for digital initiatives and integrated advocacy campaigns, along with monitoring their effectiveness. The role also involves providing timely professional assistance in developing and maintaining relationships with journalists and media outlets across print, TV, radio, and web to effectively communicate UNICEF's story. Furthermore, the officer will support the establishment of baselines for monitoring advocacy and communication results, analyzing strategy effectiveness, and disseminating M&E findings. Project and budget management, including developing and tracking project plans and supporting budget projections, is also a core duty. Additionally, the officer will document and share good advocacy practices to build internal UNICEF capacities and research and maintain a database of key stakeholders and partnerships to support information flow and achieve objectives.

Work Experience

A minimum of two years of relevant professional experience in Communication, International Development, working with International Non-Governmental Organizations, or in Development or Emergency contexts is required.
