Job Purpose
The consultant will be responsible for developing a comprehensive Implementation Monitoring & Evaluation Division (IMED) framework, including the Act, Rules, and Training Modules. This role is crucial for establishing robust monitoring and evaluation mechanisms within the division, ensuring effective tracking of progress, performance, and impact of UNICEF's programs and initiatives in Bangladesh. The consultant will work remotely with travel as needed, contributing to the strategic oversight and operational efficiency of IMED. The objective is to create a sustainable and adaptable M&E system that supports evidence-based decision-making and accountability.
Responsibilities
Develop a detailed M&E framework for the IMED, aligning with UNICEF's strategic goals and national development priorities. Draft the IMED Act and associated Rules, ensuring legal and operational coherence. Design comprehensive training modules for IMED staff on M&E methodologies, tools, and best practices. Conduct a needs assessment to identify specific M&E requirements and gaps. Facilitate stakeholder consultations to gather input and ensure buy-in for the developed framework and materials. Prepare reports on the progress of framework development and training module creation. Ensure the M&E framework is practical, user-friendly, and promotes data quality and utilization. Provide guidance and technical support during the implementation phase of the framework and training programs. Review and refine existing M&E practices within IMED to enhance effectiveness. Contribute to the overall capacity building of the IMED team.
Work Experience
Minimum of 5 years of progressive experience in developing and implementing monitoring and evaluation frameworks, preferably within an international development or humanitarian context. Proven experience in drafting policy documents, acts, and rules. Experience in designing and delivering training programs.
