Job Purpose
The Implementation Monitoring and Evaluation Division (IMED) under the Ministry of Planning is crucial for the effective implementation of Bangladesh's Annual Development Programme (ADP) and its broader development vision. Recognizing the emphasis on results-based management, UNICEF is supporting IMED to develop a comprehensive Monitoring and Evaluation Framework, Act, and Rules. This initiative aims to ensure effective investment and socio-economic development through robust monitoring and evaluation of development projects, promoting transparency and efficiency. The consultant will play a key role in strengthening results-based management, aligning national systems, and ensuring the systematic generation and use of evidence in planning, budgeting, and policy decisions. This consultancy is vital for enhancing accountability and effectiveness in national development efforts.
Responsibilities
The International Consultant will lead the assignment to develop the Implementation Monitoring and Evaluation Division (IMED)’s Monitoring and Evaluation Framework, Act, Rules, and Training Modules. This involves working collaboratively with a national consultant to ensure the successful completion of the project. Key responsibilities include drafting comprehensive M&E frameworks, legal acts, and associated rules that align with national development priorities and international best practices. The consultant will also be responsible for developing practical training modules for IMED staff to build capacity in results-based management and M&E. This includes conducting needs assessments, designing training curricula, and potentially delivering training sessions. The consultant will ensure that the developed framework and tools promote transparency, accountability, and evidence-based decision-making in the implementation of development projects. Furthermore, the consultant will provide expert advice on integrating M&E findings into planning, budgeting, and policy formulation processes, thereby strengthening the overall effectiveness of the ADP and contributing to Bangladesh’s development goals. The consultant will also be responsible for reporting on progress and outcomes of the assignment.
Work Experience
Minimum of 10 years of experience in project M&E. Proven experience in drafting M&E frameworks, acts, rules, and modules at national and international levels. At least five years of practical experience in project management and operations.
