Job Purpose
The Monitoring & Evaluation Specialist (MICS) will provide crucial support and guidance to the UNICEF Pacific Multi-Country Office (PMCO) and the Kiribati Country Office (KNSO) for the successful preparation, implementation, and completion of the Multiple Indicator Cluster Survey (MICS) in Kiribati. This role is essential for ensuring the survey adheres to MICS protocols and recommendations throughout all stages, from planning and questionnaire design to fieldwork, data processing, analysis, reporting, dissemination, and archiving. The specialist will act as a key liaison, facilitating effective communication between the PMCO and KNSO, and promptly addressing any MICS-related needs or issues that emerge. Their expertise will be vital in guiding the KNSO team, including survey coordinators and data experts, to produce high-quality, reliable data that informs UNICEF's programming and advocacy for children's rights in Kiribati.
Responsibilities
The Monitoring & Evaluation Specialist (MICS) will oversee and guide the MICS survey process in Kiribati, ensuring adherence to UNICEF and MICS standards. This includes providing technical advice on questionnaire development, sampling methodologies, and data collection tools. The specialist will support the training of survey field staff and data processors, ensuring they are equipped to conduct high-quality data collection and processing. They will monitor fieldwork progress, troubleshoot issues that arise, and ensure data quality throughout the process. The role involves coordinating with the KNSO survey team, including sampling and data processing experts, to ensure timely and accurate completion of survey activities. The specialist will also be responsible for advising on data analysis and interpretation, and supporting the drafting of the final MICS report and dissemination materials. Furthermore, they will facilitate communication between the UNICEF PMCO and KNSO, represent UNICEF in relevant technical meetings and workshops, and coordinate the work of any external consultants hired to support the MICS process. Collaboration with national stakeholders and steering committees will be key to ensuring the survey's relevance and uptake.
Work Experience
At least two years of professional experience in monitoring and evaluation, survey design and implementation, data analysis, and reporting, preferably in a developing country context. Experience with MICS or similar large-scale household surveys is highly desirable.
