Organizational Context
UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential. UNICEF Ukraine has been supporting the Government of Ukraine in developing health, water and sanitation, education and protection programmes for children, and providing life-saving support during the ongoing war.
Job Purpose
The purpose of this consultancy is to establish and organize a team for implementing the European Child Guarantee (ECG) in Ukraine. This involves ensuring the National Contact Point has the necessary resources and capacity to effectively coordinate the implementation of the national action plan. The role will focus on operationalizing the ECG implementation process, coordinating with various stakeholders, identifying funding sources, monitoring progress across different government levels, and liaising with the European Commission and international counterparts. The ultimate goal is to strengthen the national framework for protecting children's rights and ensuring their well-being.
Responsibilities
Establish and organize an implementation team for the European Child Guarantee (ECG) in Ukraine, ensuring the National Contact Point is adequately resourced. Coordinate the work with the implementation of the national action plan, ensuring effective stakeholder involvement across ministries and local governance levels. Identify and explore potential funding sources to support the ECG implementation. Develop and implement a robust monitoring and reporting framework to track progress across all relevant government bodies and sectors. Liaise effectively with the European Commission and counterparts in other EU member states to share best practices and ensure alignment with EU guidance. Support the drafting, analysis, and approval of regulatory acts and legislative amendments necessary for the effective implementation of the ECG. Provide strategic guidance and coordination for project/programme management, including planning, setting KPIs, and supervising team members. Foster interagency cooperation and coordinate efforts with central and local government authorities. Collaborate with international partners and donors to leverage resources and expertise for child protection initiatives.
Work Experience
At least 5 years of experience in public policy on child protection, social policy, and project management. Experience coordinating interagency or international projects, and preparing analytical materials and regulatory documents.
