National Consultant to Strengthen Capacity of Social Service Workforce on Case Management Systems (remote with travel)

Job Purpose
The purpose of this consultancy is to provide technical assistance to the social service workforce under the Ministry of Social Solidarity and Inclusion (MSSI) to strengthen their capacity to manage and coordinate high-quality, effective, and climate-informed child protection case management systems. The consultant will work under the supervision of the Chief of Child Protection and in close coordination with UNICEF and MSSI to strengthen case management systems, improve service quality, and support system integration. This role is crucial for ensuring that vulnerable children receive timely and appropriate support through robust and well-managed case management processes, contributing to UNICEF's mission of protecting children's rights and potential.
Responsibilities
Key responsibilities include conducting desk analysis and key informant interviews to understand current practices and challenges. The consultant will perform a capacity gap assessment of the social service workforce in case management systems. Based on the assessment, they will implement capacity-building initiatives, including training, mentoring, and supervision. Support will be provided for the pilot implementation of improved case management systems. A significant focus will be on integrating climate-sensitive case management and analysis into existing frameworks. The consultant will also contribute to strengthening the child protection network and engage in knowledge management activities to document lessons learned and best practices. This involves close coordination with UNICEF and MSSI to ensure effective system integration and service quality improvement.
Work Experience
Minimum of 5 years of experience in social work, child protection, or related areas. Proven experience in social service workforce capacity building, and experience with case management systems and program implementation are required.
