Job Purpose
The People and Culture Specialist (Policy) is accountable for reviewing and updating UNICEF’s People and Culture policies to align with the current UNICEF Regulatory Framework and other relevant UN documents. The incumbent will anticipate People and Culture-related needs and develop plans and solutions that align with the Division of People and Culture objectives. Under the guidance of the People & Culture Policy Manager, the incumbent will draft HR policies, provide legal and policy advice consistent with UN Staff Regulations and Rules, UNAT & UNDT jurisprudence, and UNICEF policy. They will represent UNICEF in inter-agency fora at the working group level, ensuring outcomes support the effective delivery of UNICEF's mandate and minimize legal risks to the organization.
Responsibilities
Reviewing and redrafting HR policies and procedures to match organizational needs while ensuring compliance with UN Staff Regulations and Rules, General Assembly resolutions, UN Tribunal jurisprudence, and UNICEF regulatory framework, based on research of best practices. Drafting briefing notes, documents, reports, and presentations on HR policy matters for senior management and for presentation at inter-organizational and inter-agency fora. Representing UNICEF at inter-agency fora, working groups, and task forces related to HR policy. Coordinating inter-agency queries on HR policies and procedures. Providing policy advice to HR practitioners globally, OHR, and senior management to ensure consistent HR policy interpretation and minimize legal risk. Sharing authoritative advice on UN Tribunal jurisprudence for escalated People and Culture issues. Making decisions on policy advice and representation in inter-agency fora, impacting overall HR management efficiency, fair treatment of staff entitlements, and staff morale. Proposing revisions to existing HR policies or promulgation of new policies to improve organizational efficiency and competitiveness as an employer of choice.
Work Experience
A minimum of two years of relevant professional experience in human resource policy development and implementation, preferably within an international organization or UN system.
