Job Purpose
The Programme Officer, under the guidance of the Chief of Field Office, provides crucial technical and operational support for programme design, planning, and implementation in child protection and education within UNICEF's Gaziantep Field Office. This role is vital for advancing the Country Programme's objectives in a region with acute vulnerabilities among refugee and host communities. The incumbent will support multisectoral coordination and partnerships management, ensuring integrated and cross-sectoral planning and monitoring of implementation progress. By contributing to situation analysis, work plans, and strategic oversight of partnerships, the position helps translate UNICEF's rights-based and results-based approaches into tangible improvements in children's safety, learning, and well-being, while also tracking expenditures and recommending actions to optimize fund utilization.
Responsibilities
The Programme Officer will support programme knowledge management by collecting, analyzing, and reporting data, contributing to lessons learned databases, and developing training materials. They will assist in preparing situation analyses and programme work plans, providing strategic oversight of partnerships to ensure integrated and cross-sectoral planning, and monitoring implementation progress with recommendations for adjustments. The role involves tracking programme expenditures for proper use and compliance, recommending actions to optimize fund utilization, and conducting field visits to assess programme delivery and recommend corrective actions. Participation in sector reviews and contribution to annual progress reports are also key. The incumbent will support the integration of child rights and results-based approaches in programme design and implementation, providing input on strategies and resource use. They will assist government and local partners in organizing training for programme sustainability and support coordination to strengthen institutional capacities. Facilitating coordinated collaboration and information exchange with internal and external stakeholders, ensuring consistent engagement, and supporting coordination mechanisms to enhance programme delivery are essential. Project administration and coordination with partners will also be carried out as required.
Work Experience
A minimum of one year of relevant professional work experience is required, including experience in programme planning, coordination, and oversight in development or humanitarian settings. Experience in managing or supporting integrated, multi-sector programmes, ensuring coherence across components, and overseeing planning, financial performance, and results monitoring is also necessary.
