Job Purpose
The Adolescent Development Officer will support the development and planning of health programmes within a Country Office, focusing on maternal, newborn, child, and adolescent health. This role involves conducting situation analyses, gathering evidence-based data, and contributing to the formulation of policies and programmes. The officer will establish programme goals, objectives, and strategies, utilizing research and data analysis for priority setting and results-based planning. They will provide technical and operational support throughout the programming cycle, managing transactions, preparing documentation, and ensuring compliance with organizational processes and management systems to facilitate effective programme planning, monitoring, and evaluation.
Responsibilities
The Adolescent Development Officer will support programme development and planning by contributing to situation analyses and assessments to gather evidence for advocacy and policy development, focusing on primary health care and adolescent health. They will assist in setting programme goals and objectives through research and data analysis for results-based planning. The role involves providing technical and operational support for programming processes, executing transactions, and preparing documentation. For programme management, the officer will collaborate with colleagues and partners to address implementation issues, offering solutions and escalating critical matters. They will participate in monitoring and evaluation exercises, reporting on programme progress and resource utilization, ensuring compliance with regulations and donor commitments. The officer will conduct field visits to assess progress, provide technical support to counterparts, and identify bottlenecks. Additionally, they will build and sustain partnerships with government and stakeholders, sharing information and supporting capacity building, and draft communication materials for advocacy and partnership development.
Work Experience
At least two years of professional experience in programme planning, management, and implementation in the area of adolescent health and development, preferably within a developing country context. Experience with UNICEF or other UN agencies is an asset.
