Job Purpose
The National Digital Transformation and MIS Consultant will provide hands-on coordination, technical support, and facilitation to advance the development and implementation of digital transformation projects, with a specific focus on the national Social Protection MIS. This role is crucial for enhancing UNICEF's ability to manage and leverage data effectively in Syria. The consultant will work under the supervision of UNICEF and the overall guidance of MoSAL, ensuring alignment with national strategies and UNICEF's mandate. The objective is to strengthen the national information systems, improve data management practices, and support evidence-based decision-making for child-related programs. This consultancy is vital for driving digital innovation and ensuring the efficient and effective delivery of services to children and communities in Syria.
Responsibilities
Provide hands-on coordination and technical support for the development and implementation of digital transformation projects, particularly the national Social Protection MIS. Facilitate discussions and workshops with stakeholders to ensure project objectives are met. Support the design, development, and deployment of the Social Protection MIS, ensuring it meets user requirements and aligns with national standards. Conduct capacity building activities for government stakeholders and UNICEF staff on data management, MIS usage, and digital transformation best practices. This includes training, mentoring, and developing technical documentation and Standard Operating Procedures (SOPs) for non-technical users. Assist in conducting system assessments and gap analyses to identify areas for improvement and propose practical, sustainable solutions. Collaborate with MoSAL and other relevant government entities to strengthen institutional capacity in managing and utilizing information systems. Ensure adherence to modern development and delivery practices, such as Agile methodologies, and guide teams in applying project management best practices. Contribute to the development of clear technical recommendations and implementation roadmaps for digital initiatives. Support the integration of the Social Protection MIS with other relevant national systems. Monitor project progress, identify risks and challenges, and propose mitigation strategies. Prepare regular progress reports and contribute to overall project documentation.
Work Experience
At least 5 years of experience in designing, implementing, or advising on data management systems, national and international systems. Experience working with government stakeholders, providing technical advisory services, and strengthening institutional capacity is required. Proven ability to conduct capacity building, including training, mentoring, and producing technical documentation and SOPs for non-technical users. Experience working in complex humanitarian or development environments is required.
