Job Purpose

The purpose of this consultancy is to comprehensively update and modernize Honduras' National Plan for the Prevention, Early Detection, Control, and Eradication of Avian Influenza (2007) according to international technical standards. This involves integrating the multisectoral 'One Health' approach to strengthen surveillance, prevention, and response to Highly Pathogenic Avian Influenza (HPAI) outbreaks. The goal is to protect the national poultry heritage and public health, ensuring preparedness for potential pandemics and aligning with global health security mechanisms.

Responsibilities

The consultancy involves analyzing, designing, reviewing regulations, strengthening institutions, conducting field simulations, and documenting the National HPAI Plan. Key phases include: conducting a legal audit and drafting the initial plan, holding technical discussions with SENASA to define command structures, refining technical aspects based on official feedback, integrating 'One Health' protocols with clear inter-institutional responsibilities between SENASA, SESAL, and ICF-SERNA, validating the plan with FEDAVIH and environmental bodies, designing and directing a mandatory field simulation exercise for the GEPEEIA operational level, correcting operational gaps identified during the simulation, and delivering the final updated plan with revised annexes. The consultant will coordinate within the institutional structure involving SENASA, FEDAVIH, ANAVIH, PROAVIH, CSICA, and border entities.

Work Experience

Experience in updating national health plans, particularly related to zoonotic diseases and the 'One Health' approach, is required. Familiarity with the Honduran public health and veterinary sectors is advantageous.
