Job Purpose
The purpose of this consultancy is to comprehensively update and modernize the National Plan for the Prevention, Early Detection, Control, and Eradication of Avian Influenza in Honduras (2007). This update will integrate the multisectoral "One Health" approach to strengthen surveillance, prevention, and response capabilities against Highly Pathogenic Avian Influenza (HPAI) outbreaks. The goal is to protect the national poultry industry and public health. This initiative is part of the "Honduras Prepared for Potential Pandemics" project, funded by the Pandemic Fund, and aims to align the national plan with international technical standards and evolving epidemiological dynamics.
Responsibilities
The consultancy involves analyzing the current National Plan for Avian Influenza, identifying gaps and areas for improvement based on international standards and the "One Health" approach. It includes designing a revised plan that integrates multisectoral collaboration between the National Service of Agricultural Health (SENASA), the Ministry of Health (SESAL), the Ministry of Natural Resources and Environment (SERNA), and the National Forest Conservation and Development Institute (ICF). Key tasks include developing binding protocols for monitoring the human-animal-environment interface, particularly in critical areas like wetlands where migratory birds are reservoirs. The consultant will also be responsible for institutional strengthening, developing simulation exercises for outbreak response, and ensuring the updated plan meets the commitments to the World Organisation for Animal Health (OIE). This work is crucial for enhancing Honduras's preparedness and response to HPAI.
Work Experience
Minimum of 5 years of experience in public health, animal health, or epidemiology, with a focus on infectious disease control and surveillance. Proven experience in policy development and multisectoral coordination is essential.
