Job Purpose
The purpose of this activity is to develop and implement digital solutions that ensure the efficient exchange of data between strategic areas of the Ministry of Health (SESAL) and the human, animal, and environmental health sectors. This will guarantee data quality, information security mechanisms, and operational sustainability. In the framework of the Pandemic Fund financing and the "Honduras prepared for possible pandemics" project, existing information systems in various Ministries of State are being adapted to implement an integrated system for surveillance of diseases with pandemic potential, articulately incorporating human, animal, and environmental health components under the One Health approach. This consultancy focuses exclusively on the human health modules under SESAL's responsibility.
Responsibilities
The consultancy comprises the analysis, design, development, testing, deployment, and transfer of the One Health Module for the human domain for SESAL. It focuses exclusively on the human health component and includes: the One Health SESAL Module (Influenza/respiratory viruses and Screwworm subm-modules with REST APIs, comparative dashboards, and territorial alerts); the integration connector between the SNVS and the One Health Module, and the consumption of external APIs from SENASA and SERNA/ICF; the Transversal Laboratory Module (standard result structure configurable by event, decoupled from the existing SNVS, with adapters for Influenza/respiratory and Screwworm); and testing, documentation, security, and capacity transfer. The work involves iterative delivery starting with an MVP, using feature flags, analyzing institutional and inter-institutional integration, developing modules with version control and peer review, conducting various tests (unit, integration, performance, UAT), implementing differentiated environments (Dev/QA/UAT/Prod) and CI/CD, progressive deployment with controlled pilots and rollback plans, providing evidence for each delivery, and offering post-delivery support (hypercare). Security will adhere to OWASP best practices, with defined log retention, periodic backups, continuous monitoring, and scalability considerations.
Work Experience
Experience in full-stack software engineering, including analysis, design, development, testing, and deployment of digital solutions. Familiarity with health surveillance systems and data integration is desirable.
