Job Purpose
The purpose of this consultancy is to provide office-based technical coordination and implementation support for the rollout of the Smarter Safer Schools programme across participating provinces during its first year of implementation. The consultant will be instrumental in facilitating effective coordination between UNICEF programme sections, implementing partners, and government counterparts. This role is crucial for ensuring the successful operationalization of programme implementation arrangements that were developed during the inception phase. The consultancy directly contributes to the implementation of the Smarter Safer Schools programme, which is generously supported by the Australian Government through DFAT and implemented by UNICEF in partnership with the National Department of Education. The consultant will play a key role in bridging technical expertise and operational execution to achieve programme objectives.
Responsibilities
Provide office-based technical coordination and implementation support for the Smarter Safer Schools programme rollout in participating provinces during the first year of implementation. Facilitate effective coordination between UNICEF programme sections, implementing partners, and government counterparts to ensure smooth operationalization of programme implementation arrangements. Support the development and execution of work plans, ensuring alignment with programme objectives and timelines. Monitor programme activities, identify potential risks and challenges, and propose mitigation strategies. Assist in the preparation of progress reports, documenting achievements, challenges, and lessons learned. Contribute to the mobilization and coordination of internal teams, government stakeholders at national and provincial levels, and external partners, including multilateral organizations (World Bank, Asian Development Bank), bilateral partners (DFAT, JICA), UN agencies (UNESCO, UNFPA, ITU), and NGOs/CSOs. Support policy dialogue by translating analytical findings and evidence into development programme and policy discussions. Provide technical knowledge and support across various aspects of the education sector, including foundational learning, safe schools, student wellbeing, skills for life, digital solutions, climate change actions, and emergency preparedness. Ensure the application of an equity lens and human rights perspectives in all programming activities. Adapt to flexible, open-minded, and accommodating approaches suitable for working in Papua New Guinea.
Work Experience
A minimum of 5 years of relevant work experience in programme planning, management, coordination, and/or research in education is required. Extensive experience managing large-scale bilateral and multilateral funding partnerships is a must. Familiarity with working with the Government of Australia DFAT is ideal. Knowledge of IFIs' funding/partnership modalities (e.g., World Bank, Asian Development Bank) would be an advantage.
