Job Purpose
The purpose of this consultancy is to conduct an independent Final Evaluation of the "National Child Protection Programme for 2022–2026" in the Republic of Moldova. The International Consultant – Evaluation Team Leader will be responsible for overseeing the entire evaluation process, ensuring that all objectives are met within the stipulated timelines. This role requires maintaining high standards of quality and ensuring compliance with established evaluation methodologies and ethical guidelines. The Team Leader will guide the evaluation team, which includes a National Consultant, to deliver a comprehensive and insightful assessment of the programme's implementation, effectiveness, and impact. The ultimate goal is to provide actionable recommendations for future child protection initiatives.
Responsibilities
The International Consultant – Evaluation Team Leader will be responsible for the overall management and execution of the final evaluation of the National Child Protection Programme for 2022–2026. This includes developing a detailed evaluation plan, methodology, and timeline, and ensuring its adherence. The Team Leader will lead the evaluation team, including a National Consultant, in data collection, analysis, and reporting. Key responsibilities involve conducting rigorous independent evaluations that meet professional standards, with a specific focus on child-related programmes. The consultant must ensure the evaluation is aligned with UNICEF's child rights programming principles and organizational development objectives. This includes assessing the programme's relevance, efficiency, effectiveness, impact, and sustainability. The Team Leader will be accountable for producing high-standard evaluation outcomes and deliverables, including a comprehensive final evaluation report with clear findings and actionable recommendations. The role requires strong analytical skills and the ability to synthesize complex information into coherent and persuasive content. The consultant must also ensure ethical considerations related to human and child rights are sensitively handled throughout the evaluation process.
Work Experience
At least ten years of experience in conducting rigorous independent evaluations that meet professional evaluation standards, including specific experience evaluating child-related programmes.
