Job Purpose
The Child Protection Case Management and Information Management Consultant will provide direct support to UNICEF country offices, governments, and inter-agency partners in the East and Southern Africa region. The primary focus will be on the implementation of the child protection case management and information management system (CPIMS+). This involves building upon existing tools, standards, guidelines, and procedures. The consultant will assist countries in applying and adapting tools for child protection case management in both development and humanitarian settings, specifically for the social service workforce supporting children in need of protection or social welfare services. This includes children at risk or victims of violence, exploitation, abuse, and children on the move requiring cross-border protection services. The role also entails developing and adapting case management tools, data protection protocols, and conducting data protection impact assessments, while supporting the digitization of case management SOPs and referral pathways through CPIMS+/Primero.
Responsibilities
Provide direct support to UNICEF country offices, governments, and inter-agency partners on the implementation of child protection case management and information management systems (CPIMS+). Build on existing tools, standards, guidelines, and procedures to support countries in the region. Assist countries in applying and/or adapting tools for child protection case management in development and humanitarian settings for the social service workforce supporting children in need of child protection/social welfare services. This includes children at risk or victims of violence (including gender-based violence), exploitation, abuse, and children on the move requiring protection services within and across borders. Develop and adapt case management tools and procedures, data protection and information sharing protocols, and data protection impact assessments. Work closely with country offices and partners to plan, develop, and support the social service workforce on technical aspects for the implementation of CPIMS+/Primero. This includes digitizing their case management SOPs, workflows, and referral pathways for coordinating services for vulnerable children and survivors of violence. Ensure adherence to data protection and privacy principles, including 'do no harm' and 'need to know' principles. Facilitate training and capacity building for the social service workforce on CPIMS+ and digital literacy. Foster inter-agency collaboration and effectively communicate technical concepts to government partners.
Work Experience
A minimum of 10 years' experience in Child Protection, specifically working in humanitarian and development contexts across East and Southern Africa, with a focus on case management and information management systems strengthening.
