Job Purpose
The Administrative & Finance Officer, under the supervision of the Operations Manager, is responsible for providing support to supervisors and office colleagues by administering and executing various financial and administrative transactions and procedures. This role requires applying theoretical skills and in-depth knowledge of organizational objectives, rules, regulations, policies, and procedures to accomplish tasks. When supervising support staff, the officer plans and directs ongoing work, reviewing outputs for accuracy and compliance in accounting, liabilities, and revenue. The role ensures compliance with International Public Sector Accounting Standards (IPSAS), UNICEF Financial Regulations and Rules, and organizational policies, procedures, guidelines, accountability standards, and ethical principles.
Responsibilities
Key responsibilities include developing and implementing policies, procedures, and strategies aligned with organizational goals. The officer provides support for financial planning and management, including budget monitoring and forecasting. They are responsible for account control, ensuring accuracy and compliance in financial reporting and reconciliation. The role involves providing administrative support and services to the office, managing daily operations and ensuring efficiency. Cash and liquidity management are key, involving monitoring cash flow and ensuring adequate liquidity. Knowledge management and capacity building are also important, contributing to the development of staff and sharing best practices. The officer ensures that office administrative operations and services comply with the organization's administrative policies, procedures, rules, and regulations, overseeing disbursements and payment accounts in accordance with relevant standards.
Work Experience
A minimum of 2 years of professional experience in financial management or audit is required. Experience with database software, web-based management systems, and ERP systems (preferably SAP financial modules) is an asset. Experience with IPSAS and/or IFRS standards is considered an asset.
