Job Purpose
The purpose of this assignment is to conduct a comprehensive assessment of the current disability assessment and certification system within the Ministry of Health (MoH) in East Jerusalem. This includes evaluating its structure, tools, processes, and performance to identify gaps and limitations in the transition towards a functional assessment approach for persons with disabilities. Building on previous work and aligning with national directions, this consultancy will support the Ministry in identifying existing capacities, areas needing strengthening, and critical gaps. The goal is to enable a gradual and effective transition to a standardized, rights-based functional assessment system, consistent with WHO, CRPD, and ILO guidelines. This transition aims to enhance inclusion, improve social protection targeting, strengthen labor market inclusion, and ensure more equitable, person-centered health and social services for persons with disabilities.
Responsibilities
Conduct a comprehensive assessment of the current disability assessment and certification system within the Ministry of Health (MoH), including its structure, tools, processes, and performance. Identify gaps and limitations in relation to the transition toward a functional assessment approach for persons with disabilities. Build upon the previous assessment conducted in 2022 and align with the national direction endorsed by the Minister of Health. Support the Ministry in identifying existing capacities, areas requiring strengthening, and critical gaps to facilitate a gradual and effective transition toward a standardized, rights-based functional assessment system. Ensure alignment with the guidance of the World Health Organisation (WHO), the Convention on the Rights of Persons with Disabilities (CRPD), and relevant International Labour Organisation (ILO) conventions and recommendations. Generate evidence-based recommendations and a prioritized, actionable roadmap to support system strengthening and inclusion in social protection programming. Facilitate the integration of functional assessment approaches and improve the planning and delivery of services across health, rehabilitation, education, protection, labor, and social protection sectors. Engage in multi-stakeholder consultations, including government institutions and organizations of persons with disabilities, using inclusive engagement approaches.
Work Experience
Minimum of 7-10 years of relevant professional experience in health systems strengthening, disability assessment and certification systems, rehabilitation services, or related fields. Proven experience in conducting system assessments, institutional mapping, gap analyses, and developing policy, strategic, or operational frameworks in the health and/or social sectors.
Skills
Strong knowledge of disability frameworks (CRPD, ICF), Understanding of health service delivery systems, Experience with eligibility/assessment mechanisms, Familiarity with referral pathways in public systems, Demonstrated experience facilitating multi-stakeholder consultations, Inclusive engagement approaches, Familiarity with functional assessment approaches, Familiarity with rights-based disability inclusion frameworks, System assessments, Institutional mapping, Gap analyses, Policy development
