Job Purpose
The Health Specialist (MNCH/HIV) reports to the Chief of Health, providing leadership, technical expertise, and management support for integrated maternal, newborn, and child health (MNCH) and HIV/AIDS programs within the country. The role drives innovation, promotes systems strengthening, and ensures interventions are rights-based, equity-focused, gender-responsive, and resilient to shocks, aligning with Results-Based Management (RBM) principles and UNICEF's Strategic Plan. The Specialist manages, monitors, evaluates, and reports on program progress, offering technical guidance and operational support throughout the programming process to achieve concrete and sustainable results.
Responsibilities
Support programme development and planning, ensuring alignment with national priorities and UNICEF's strategic objectives. Manage, monitor, and deliver results for MNCH/HIV programmes, ensuring efficient resource utilization and timely achievement of targets. Provide technical and operational support to programme implementation, offering guidance to partners and stakeholders. Foster networking and partnership building with government agencies, NGOs, and other UN entities to enhance programme effectiveness and sustainability. Drive innovation, knowledge management, and capacity building within the health sector, promoting best practices and lessons learned. Ensure programmes are rights-based, equity-focused, gender-responsive, and resilient to shocks. Monitor and evaluate programme performance, reporting on progress and identifying areas for improvement. Contribute to the development of funding proposals and resource mobilization efforts. Represent UNICEF in relevant technical working groups and forums.
Work Experience
A minimum of five years of professional experience in public health/nutrition planning and management, maternal and neonatal health, HIV/AIDS care, or health emergency/humanitarian preparedness. Experience in a developing country or UN system agency is an asset.
