Job Purpose
Under the direct supervision of the Chief Emergency in Kinshasa, the Cholera Programme Specialist coordinates the preparation and response to cholera outbreaks in the Democratic Republic of Congo (DRC). This role broadly supports the direct implementation of the emergency cholera program for community responses, specifically Case Area Targeted Interventions (CATI) at the national level. The specialist is directly responsible for the development, planning, implementation, monitoring, and evaluation of emergency interventions related to cholera outbreaks and risks, ensuring the survival and well-being of children, mothers, and affected communities. The position provides coordination and support for policy and program planning and management of the UNICEF-supported cholera program in collaboration with the Government of DRC, overseeing the activities of the internal UNICEF cholera task force and technical groups within clusters.
Responsibilities
The Cholera Programme Specialist is accountable for the effective coordination and implementation of UNICEF's emergency cholera response. Key responsibilities include leading the Cholera Cases Area Targeted Intervention (CATI) – Rapid Response UNICEF program, providing robust support for emergency cholera epidemic preparedness and response, and contributing to cholera control and elimination efforts. This involves overseeing the development, planning, implementation, monitoring, and evaluation of emergency interventions to mitigate cholera's impact on children and communities. The role requires providing technical guidance and coordination to ensure UNICEF's emergency cholera response is delivered efficiently and effectively. The specialist will also support policy and program planning and management in coordination with the Government of DRC and manage internal UNICEF cholera task forces and technical working groups within relevant clusters. This includes ensuring that interventions are cost-efficient and adequate to meet the needs of affected populations.
Work Experience
A minimum of 5 years of progressively responsible professional work experience at the international level in emergency program/project development, planning, implementation, monitoring, evaluation, and administration. At least 6 years of experience in managing public health emergency programs/projects and emergency teams in various contexts (displacements, disaster management, etc.) is also required.
