Job Purpose
The Consultant will lead Joint Programme monitoring and evaluation (M&E) activities on behalf of the UN Resident Coordinator and UNICEF as Lead PUNO, in coordination with three participating UN agencies. Under the supervision of the Gender Programme Specialist (Joint Programme Coordinator), the Consultant will provide essential technical support. This includes expertise in data collection and analysis, M&E framework implementation, comprehensive reporting, effective communication strategies, robust partnership engagement, and capacity-building initiatives. These activities will be conducted at both national and sub-national levels, requiring close collaboration with M&E focal points and programme staff across all four involved agencies to ensure cohesive and impactful programme delivery and oversight.
Responsibilities
Lead and manage all Joint Programme monitoring and evaluation activities, ensuring alignment with UN and UNICEF standards and objectives. Provide technical guidance and support to participating UN agencies in data collection, analysis, and interpretation for programme monitoring and evaluation. Develop and implement robust M&E frameworks, tools, and methodologies tailored to the joint programme's specific goals and context. Oversee the generation of high-quality M&E reports, including progress reports, evaluation reports, and other relevant documentation for stakeholders. Facilitate effective communication and information sharing regarding M&E findings and recommendations among all participating agencies and relevant stakeholders. Foster and maintain strong partnerships with government counterparts, civil society organizations, and other key stakeholders to enhance M&E effectiveness and programme impact. Design and deliver capacity-building activities for programme staff and M&E focal points on M&E methodologies, data management, and results-based management. Ensure that M&E processes are gender-responsive and inclusive, incorporating best practices for equitable programme monitoring. Contribute to the overall coordination of the Joint Programme by providing evidence-based insights and recommendations for programme improvement and strategic decision-making. Manage M&E-related budgets and resources efficiently, ensuring timely and cost-effective delivery of M&E outputs.
Work Experience
Minimum of five years of progressively responsible professional experience in programme management, monitoring and evaluation (M&E), data analysis, reporting, and results-based management. Experience with development programmes, multi-stakeholder coordination, and field-level implementation is required.
