Job Purpose
The Public Finance Consultant will play a crucial role in assessing Liberia’s macro-economic situation and fiscal space to understand the funding landscape for the social protection sector. This involves supporting the costing of the new National Social Protection Policy Strategy (NSPPS) to ensure proposed interventions are financially realistic and sustainable. The consultant will also review the social protection sector budget to identify gaps in relation to the NSPPS funding needs and develop a financing plan consistent with Liberia’s economic and fiscal context. Additionally, the role includes conducting a comprehensive review and analysis of the education budget, with a specific focus on Technical and Vocational Education and Training (TVET) allocations, presenting findings and recommendations to key stakeholders for budget improvement.
Responsibilities
The consultant will be responsible for conducting a thorough assessment of Liberia’s macro-economic situation and fiscal space, providing clear conclusions on the funding landscape for the social protection sector. A key task is to support the costing of the new NSPPS, ensuring that all proposed interventions are financially viable and sustainable in the long term. The consultant will critically review the existing social protection sector budget, identifying any discrepancies or gaps when compared to the funding requirements of the new NSPPS. Based on these analyses, the consultant will develop a comprehensive financing plan for the NSPPS, ensuring its alignment with Liberia’s prevailing macro-economic and fiscal conditions. Furthermore, the consultant will undertake a detailed review and analysis of the overall education budget, paying particular attention to the allocation for Technical and Vocational Education and Training (TVET). The findings from this analysis will be presented to key stakeholders, along with actionable recommendations aimed at improving both the general education budget and specific TVET allocations.
Work Experience
A minimum of 5 years of progressively responsible experience in public financial management, fiscal policy, or macro-economic analysis is required. Proven experience in fiscal space analysis, budget reviews, and costing of national strategies or sectoral programs is essential.
