Job Purpose
The consultant will serve as a catalyst for reform within the education sector by aligning ministerial strategies and operations with national priorities. This role involves institutionalizing change management and fostering a growth mindset. The consultant will provide senior-level change management leadership for critical reforms, including EMIS, STEAM, e-Government, and productivity initiatives. A key focus will be strengthening data-driven planning and performance systems, particularly through the Education Management Information System (EMIS). The position aims to build enduring transformation capacity within the Ministry of Culture, Youth, Sports and Recreation (MCWBE) and allied institutions, while supporting the effective adoption and utilization of digital systems to enhance planning, reporting, and service delivery.
Responsibilities
• Align ministerial strategies and operations to national priorities within the education sector. • Institutionalize change management principles and promote a growth mindset among stakeholders. • Provide senior-level change management leadership for priority reforms such as EMIS, STEAM, e-Government, and productivity initiatives. • Strengthen data-driven planning and performance management systems, with a specific emphasis on EMIS. • Build and enhance enduring transformation capacity within the Ministry of Culture, Youth, Sports and Recreation (MCWBE) and associated institutions. • Support the effective adoption and utilization of digital systems to improve planning, reporting, and service delivery processes. • Facilitate high-level stakeholder engagement to ensure buy-in and successful implementation of reforms. • Coach and mentor key personnel to foster leadership in change processes. • Ensure professionalism, integrity, teamwork, and respect for diversity throughout all activities. • Commit to continuous learning, effective planning, organization, and communication. • Demonstrate flexibility and a genuine commitment to voluntary engagement principles.
Work Experience
A minimum of 10 years of senior-level experience in public sector reform, institutional transformation, and performance management is required.
