Job Purpose
The consultant will focus on the implementation of the Integrated Birth Registration Ecosystem in Nigeria, under the supervision of the Chief of Child Protection. This role is crucial for strengthening vital registration systems and ensuring every child is registered. The consultancy will involve three key pillars: Data Interoperability and Vital Reg Integration, Decentralization and State-Level Technical Assistance across 30 states, and System Strengthening, Reporting, and Capacity Building. The objective is to enhance the efficiency, accessibility, and comprehensiveness of birth registration processes, contributing significantly to child protection and the realization of children's rights in Nigeria.
Responsibilities
The consultant will be responsible for leading and supporting the design, implementation, and integration of large-scale national data systems related to birth registration. This includes developing and implementing strategies for data interoperability and vital registration integration, ensuring seamless data flow between different systems. The consultant will provide technical assistance to 30 states for decentralizing birth registration processes, building capacity among local stakeholders. Key activities involve strengthening the overall birth registration system, developing robust reporting mechanisms, and conducting capacity-building initiatives for government agencies and partners. The role requires close collaboration with government bodies (NPC, NIMC, FMoH, NBS) and development partners, ensuring alignment with national priorities and UNICEF's child protection mandate. The consultant must deliver results under tight timelines, maintaining high ethical standards and commitment to UNICEF values.
Work Experience
Minimum of 4 years of relevant professional experience in birth registration, civil registration and vital statistics (CRVS), data systems, or related domains. Demonstrated experience in designing, implementing, and integrating large-scale national data systems. Prior experience with UNICEF, UN system, government agencies, or development partners is an asset.
