Job Purpose
The Kosovo office has a strong legal and policy framework for child protection, aligned with international standards. However, violence against children remains a serious concern, often underreported and socially normalized, particularly within families and communities. Children from marginalized groups face disproportionate exposure to violence and barriers to accessing services. Challenges persist in inter-sectoral coordination, municipal capacities, specialized services, and data systems. This consultancy aims to address these issues by providing expertise and support to strengthen child protection mechanisms and combat violence against children within Kosovo.
Responsibilities
The consultant will be responsible for analyzing the current child protection landscape in Kosovo, with a specific focus on violence against children (VAC). This includes reviewing existing legal and policy frameworks, assessing the effectiveness of current interventions, and identifying gaps and challenges in service delivery. The consultant will work closely with government institutions, UN agencies, international organizations, and civil society organizations to promote coordinated and multidisciplinary approaches to VAC prevention and response. Key responsibilities will involve developing recommendations for strengthening inter-sectoral coordination, enhancing municipal capacities, and improving access to specialized services for vulnerable children. The consultant will also contribute to the development and implementation of strategies to address underreporting and social normalization of violence, with a particular focus on marginalized communities. Furthermore, the consultant will support the improvement of data collection and analysis systems related to VAC to inform evidence-based programming and policy development.
Work Experience
Minimum of five years of working experience with Governments, EU, UN, international agencies, CSOs, focusing on Human and Children’s Rights, and Child Protection, particularly concerning abused, neglected, and exploited children.
