Job Purpose
The Emergency Specialist (Cash Based Assistance Beneficiary Data) position, based in Nairobi, supports UNICEF's Global Programme Division's work on child poverty, social protection, and cash-based assistance, particularly in scaling up digital solutions for emergency cash transfers. The role focuses on assisting regional and country offices with the management of personal data for payment recipients in humanitarian crises. This includes supporting the deployment and maintenance of personal data management tools for cash incentives to Front Line Workers and providing remote support. The specialist will also contribute to enhancing UNICEF's organizational profile in payment recipient data management, ensuring compliance with data protection standards, and maintaining the corporate Management Information System (HOPE) to meet country office needs.
Responsibilities
The Emergency Specialist will be responsible for the design, deployment, and support of Payee Data Systems, ensuring efficient and secure management of beneficiary information for cash-based assistance programs. This includes developing and implementing data management strategies that comply with data protection regulations and UNICEF policies. The role will also involve supporting the HOPE Operational Framework, ensuring its functionality and alignment with country office requirements for cash assistance delivery. A key responsibility is conducting data analysis to inform program design, identify trends, and measure the impact of cash-based interventions. The specialist will provide technical assistance and remote support to regional and country offices on beneficiary data management, troubleshooting issues, and sharing best practices. Furthermore, the position contributes to raising UNICEF's profile in payment recipient data management by developing guidelines, conducting training, and advocating for robust data protection measures. This includes ensuring data is collected, processed, stored, and exchanged securely and ethically. The role requires frequent travel to conflict and natural disaster-affected countries, often involving extended working hours to support critical humanitarian responses.
Work Experience
A minimum of 5 years of relevant work experience in Information Technology, Cash Assistance, Data Management, Humanitarian Response, Beneficiary Data Management, or Management of Information Systems.
