Job Purpose
The consultancy aims to conduct a comprehensive diagnosis of the "Clasificadores Orientadores de Gasto en Políticas de Igualdad" (Expenditure Guidance Classifiers for Equality Policies) in Ecuador. Based on the diagnostic findings, the consultant will propose improvements, develop technical instruments, and design a training plan to strengthen the application of these classifiers. This initiative is crucial for effective public spending management with an equality focus, enabling better planning, monitoring, and evaluation of policies aimed at ensuring rights and reducing gaps for priority groups. The goal is to enhance the consistency, usability, and alignment of these classifiers with international standards, thereby improving the identification and allocation of resources for gender, disability, interculturality, and life cycle approaches within the state budget.
Responsibilities
Conduct a comprehensive diagnosis of the current "Clasificadores Orientadores de Gasto en Políticas de Igualdad" in Ecuador, evaluating their consistency, usability, and alignment with international standards. Identify strengths, weaknesses, and areas for improvement in the existing classifiers and their application. Develop concrete proposals for the improvement and/or updating of these classifiers, ensuring they effectively capture resources for equality approaches such as gender, disability, interculturality, and life cycle. Design technical instruments and methodologies to facilitate the correct application of the updated classifiers in budget programming and execution phases. Develop a comprehensive training plan, including materials and methodologies, to strengthen the capacity of relevant government officials in the use of these classifiers for efficient public spending management with an equality focus. Prepare detailed reports on the diagnostic findings, proposed improvements, technical instruments, and the training plan. Present findings and recommendations to relevant stakeholders, including the Ministry of Economy and Finance and other government entities. Ensure that all proposed improvements and instruments are aligned with national policies and international best practices in public finance management and gender equality.
Work Experience
At least 5 years of proven experience in state planning, public policy formulation/management in equity-related areas, budget expenditure analysis/evaluation. Experience in developing technical documents, methodological or conceptual development of public management instruments, or budget information analysis.
