Job Purpose
The UNICEF Madagascar office is seeking two National Consultants to provide technical assistance to the Ministry of National Education (MEN). The consultants will support the planning, coordination, implementation, and monitoring of the PITAF and MLT Programs in the SOFIA and MENABE regions. This role involves strengthening the technical capacities of regional MEN teams in targeted intervention areas, focusing on primary and lower secondary education. Key strategic axes include teacher competencies, quality and effectiveness of learning time, and learning conditions, ensuring alignment with UNICEF's mission to support the realization of children's rights.
Responsibilities
Provide technical assistance to the Ministry of National Education (MEN) for the planning, coordination, implementation, and monitoring of the PITAF and MLT Programs in the SOFIA and MENABE regions. Strengthen the technical capacities of regional MEN teams on targeted intervention axes within the PITAF and MLT Programs, covering primary and lower secondary education. Focus on strategic areas such as enhancing teacher competencies, improving the quality and effectiveness of learning time, and optimizing learning conditions. Conduct data collection, statistical analysis, and field coordination to monitor and evaluate actions within the educational sector at the national or regional level. Collaborate with diverse stakeholders including government bodies, technical and financial partners, civil society, and direct beneficiaries. Support multisectoral interventions in education, including WASH, school health and nutrition, child protection, and behavior change communication. Ensure the effective implementation of program activities and provide regular reports on progress, challenges, and recommendations for improvement.
Work Experience
Minimum of 5 years of experience in the education or social sectors in Madagascar, with a focus on planning, coordination, program/project implementation support, data management, and financial quality assurance at national or regional levels. Proven experience working with decentralized education structures and interacting with diverse stakeholders.
